Receipt and Tracking of Documents COLUMBIA UNIVERSITY - SIPA Admissions Blog During this time of year it is common for applicants to contact our office via email or by phone to see if documents sent to our office have been received. This is an extraordinarily busy time of year for us and we receive hundred of pieces of mail per day. It can take us up to three weeks to open, alphabetize, track, and file mail received. Here is a picture of a typical pile of mail received this time of year. As you can see, we can get a few feet of mail per day. The best way to stay up-to-date is to check the application site where we track documents. It is important to understand that our office recognizes the receipt date of when mail is received. For example, the deadline for the receipt of admission documents this year is January 5th, 2009. If a document sent to our office is received on December 27th and we do not open and track it until January 10th this does not mean that the document is late. Documents will be tracked with the receipt date, not the date it was opened, tracked, and filed. We have three general pieces of advice regarding mail that is sent to our office during this busy season. First, if you send something to us we recommend that you use a tracking number. When a document is sent with a tracking number we must sign for it and you will receive a confirmation from the delivery company when we sign for it. When requesting that your transcripts be sent to us, we recommend that you ask your school to use a tracking number and to include your email on the receipt list. Most schools will charge a small fee for this. Second, the more time we can dedicate to processing mail the faster we can track documents on the application site for applicants to view. Time we dedicate to phone calls and emails regarding the receipt of documents takes away from our processing time. Thus we may not be able to respond to a request if someone calls asking about a specific document because with thousands of pieces of mail it may be impossible for us to search for individual documents. So do not be surprised if we thank you for your inquiry but ask for your patience in continuing to check the application site as we try to work as quickly as we are able. Third, we do not begin to track documents until an application is submitted. Therefore, the sooner you submit your application the sooner we can begin the tracking process. When you submit an application it typically takes us a week to set up your file in the office so we can begin the tracking process. The sooner you submit your application and send documents to our office the better. We encourage you to check the application site frequently where we track documents and we appreciate your patience as we work hard to update the application site as quickly as we are able. As long as documents are received prior to the deadline an application is considered to be on time. It may take us up until January 15th to catch up with the mail so please allow us to go through our normal processes and we can work with you after January 15th if something is missing.

For the Westerners Vietnam is mostly interesting as a side in the Vietnam war; after the end of the US participation in this conflict Vietnam just kind of ceases to exist. Which, of course, isnââ¬â¢t so ââ¬â after the victory of the Northern Vietnam in the war the country had a rich and, for the most part, depressingly illustrative history. After the reunification of the country the socialist regime started a massive campaign of collectivization and nationalization, which worked about as good as it usually does: inflation went sky-high, effectively devaluing the currency, the economy, which already was in shambles in the aftermath of the war, fell apart, rebuilding of the infrastructure almost stood still. All these issues were addressed in a manner in which totalitarian states address most issues: about one million people were sent to ââ¬Ëreeducation campsââ¬â¢, where at least the fifth of them died, the state went on a nationwide campaign of terror, killing more than a hundred thousand people and forcing millions to flee the country in any available manner, which resulted in a humanitarian catastrophe in this region and incredibly high death toll on those who unsuccessfully tried to cross the sea in makeshift boats. Thus, for a decade since the reunification of Southern and Northern Vietnam the country stayed in constant state of poverty and economic chaos, until in 1986 the traditionalist Communist government was replaced by reformists who followed the example of the Soviet Unionââ¬â¢s ââ¬Å"Perestroikaâ⬠and the Chinese economic reforms. Thus Vietnam entered the period of Doi Moi (Renovation). The government started a series of economic and social reforms, aimed at gradually transferring the country from a completely planned economy to a ââ¬Ësocialist-oriented market economyââ¬â¢ along the lines of modern China. Elements of free market and socio-economic liberalization were introduced into the countryââ¬â¢s everyday life, while political life stayed firmly under control of the Communist party. Efforts at collectivization were abandoned, private enterprises became first permitted and then encouraged to take part in the production of goods. The effect was not late in coming ââ¬â after the introduction of natural market forces into the Vietnamââ¬â¢s economy the country that spent the last decade in the state of poverty and stagnation was almost immediately turned into a dynamic, competitive economy. There is also a strong belief that the reason why new enterprises appeared en masse so swiftly was because a lot of them have been around for quite some time, but had to hide their existence from the state, thus creating a shadow economic system of small-time entrepreneurs, family-owned businesses and smugglers who supported the everyday existence of an average Vietnamese since 1975. Today the Socialist Republic of Vietnam continues on its way of social and economic liberalization, on which it had achieved considerable success ââ¬â right now it is one of the fastest-developing economies in the world, in 2007 it joined the World Trade Organization, which means its goods are more than commercially viable outside the state, and established relationships with most countries of the world. Nevertheless, the past still holds Vietnam firmly in its clutches ââ¬â despite all the economic and social progress made during the last thirty years, there is a long way to go: income disparity remains extremely high, malnutrition is still common, especially in more remote rural areas, health care isnââ¬â¢t universally accessible and political life is still strictly controlled by the state. No parties except the official Communist party are permitted, a lot of international organizations, such as Catholic Church, are seen as a threat to the government and banned. But hopefully, Vietnam will continue along the chosen path.
